Resolution No. 08/2013/NQ-HDND on Approving the Scheme to Support Development of Cold-Climate Coffee in Dak Glei, Tu Mo Rong and Kon Plong Districts

Resolution No. 08/2013/NQ-HDND, adopted by the Provincial People's Council, approves a scheme to support development of cold-climate coffee cultivation in the mountainous districts of Dak Glei, Tu Mo Rong and Kon Plong. The Resolution sets the scope, objectives, beneficiaries, implementation contents, budget sources, responsibility for coordination, and monitoring responsibilities for the scheme. The scheme aims to convert and expand coffee production areas suitable to cold-climate conditions, improve productivity and quality, apply technical and processing advances, and create sustainable livelihoods while protecting the environment and stabilising land use for local households and cooperatives. Beneficiaries include households, cooperatives, agricultural production groups and enterprises that meet land-use and legal conditions in the named districts. The Resolution specifies target areas, including priority communes and a combined total planned planting and renovation area (by hectare bands), and prescribes support levels for inputs: seedlings, planting materials, technical assistance, irrigation works, post-harvest infrastructure and processing equipment. It sets concrete support rates expressed as percentages of eligible costs or fixed unit rates per hectare or per household for activities such as seedling supply, fertiliser, plant protection, orchard renovation, and construction of small-scale irrigation and processing facilities. The scheme foresees phased implementation over specified years with deadlines for project submission, approval and completion, and requires provincial departments (Agriculture and Rural Development; Finance; Planning and Investment), district-level authorities and relevant agencies to coordinate, allocate budget, mobilise additional funds from donors and credit institutions, and provide training and extension services. Monitoring, evaluation and reporting procedures are established, including periodic reports to the People's Council and mechanisms for inspection and handling violations. The Resolution enters into force on the date stated therein and may amend or replace prior local decisions on coffee support as specified in its transitional provisions.
