Decision No. 3414/QD-UBND on Abolishing Legal Normative Documents in the Field of Science and Technology Issued by the People's Committees of Lam Dong, Dak Nong and Binh Thuan Provinces (Before Merger)

Decision No. 3414/QD-UBND dated 09 July 2026 of the Provincial People's Committee of Lam Dong abolishes in their entirety 32 legal normative documents (30 Decisions and 02 Directives) in the field of science and technology issued by the People's Committees of Lam Dong, Dak Nong and Binh Thuan Provinces before their merger. The Decision was issued in Lam Dong on the basis of the proposal of the Chief Executive Officer of the Department of Science and Technology in Submission Report No. 2757/TTr-SKHCN dated 25 June 2026, and rests principally on the Law on Organization of Local Administration dated 16 June 2025, the Law on Promulgation of legal normative documents dated 19 February 2025 (as amended on 25 June 2025) and the National Assembly's Resolution No. 202/2025/QH15 dated 12 June 2025 on the arrangement of provincial-level administrative units, together with the Government's detailed implementation Decrees No. 78/2025/ND-CP, No. 79/2025/ND-CP and No. 187/2025/ND-CP. It applies to all state agencies, organizations and individuals whose rights and obligations were previously governed by the abolished documents within the territory of the new Lam Dong Province formed after the merger. Article 1 lists the 32 abolished documents in full, covering the period from 2008 to 2025 and four substantive groups. In intellectual property management, it abolishes the regulations on management and use of certification marks for B'Lao tea (Decision No. 06/2008/QD-UBND), Da Lat vegetables (Decision No. 31/2008/QD-UBND) and Da Huoai durian (Decision No. 56/2015/QD-UBND) of Lam Dong, and geographical indications for Binh Thuan dragon fruit (Decision No. 76/2015/QD-UBND) and Phan Thiet fish sauce (Decision No. 67/2024/QD-UBND) of Binh Thuan. In science and technology funding and consultancy, it abolishes the Dak Nong regulations on construction norms, allocation of cost estimates and finalization of state budget funds for science and technology tasks (Decision No. 23/2016/QD-UBND) and on consultancy, counter-argument and social appraisal by the Provincial Union of Science and Technology Associations of Dak Nong (Decision No. 04/2018/QD-UBND as amended by Decision No. 05/2025/QD-UBND) and the corresponding Binh Thuan regulation (Decision No. 49/2014/QD-UBND). In information technology, administrative reform and digital transformation, it abolishes regulations on management and use of the provincial email system of Lam Dong (Decision No. 04/2015/QD-UBND), on management, operation and use of the document management and administration system (Decision No. 01/2022/QD-UBND), the public service email system (Decision No. 07/2022/QD-UBND), the shared data exploitation system (Decision No. 43/2022/QD-UBND), the specialized data transmission network (Decision No. 46/2024/QD-UBND and, for Binh Thuan, Decision No. 24/2020/QD-UBND), the system for handling administrative procedures (Decision No. 10/2025/QD-UBND) and the Government specialized digital signatures service (Decision No. 48/2022/QD-UBND) of Dak Nong, as well as related Binh Thuan and Lam Dong regulations on shared use of telecommunications technical infrastructure (Decisions No. 01/2017/QD-UBND of Binh Thuan and No. 63/2015/QD-UBND of Lam Dong), domain names and IP addresses (Decision No. 11/2015/QD-UBND) and coordination in preventing and combating crime in the information and communications field (Decisions No. 01/2017/QD-UBND of Lam Dong and No. 42/2024/QD-UBND of Binh Thuan). The Decision takes effect from its date of signing, 09 July 2026, and from that date the 32 listed Decisions and Directives cease to have legal effect, requiring relevant agencies to review, systematize and handle related administrative procedures accordingly.
