Resolution No. 23/2026/NQ-HDND Promulgating the Regulation on Support Policies for Restructuring the Agricultural Sector Toward Concentrated, Green, Smart and Sustainable Commodity Production in Dien Bien Province

Resolution No. 23/2026/NQ-HDND was adopted by the People's Council of Dien Bien Province (16th Legislature, Fourth Session) on 16 July 2026 and signed by Council Chairman Le Thanh Do. It promulgates an accompanying Regulation setting out support policies to restructure the province's agricultural sector toward concentrated, green, smart and sustainable commodity production. The Resolution rests on the 2025 Laws on Local Government Organization (72/2025/QH15), Promulgation of Legal Documents (64/2025/QH15, amended by 87/2025/QH15) and the State Budget (89/2025/QH15), together with Government Decrees 78/2025/ND-CP, 187/2025/ND-CP, 358/2025/ND-CP on national target programmes, and guiding circulars from the Ministry of Agriculture and Environment (23/2026/TT-BNNMT) and the Ministry of Finance (60/2026/TT-BTC) on the national target programmes for new rural development, sustainable poverty reduction and socio-economic development of ethnic minority and mountainous areas for 2026-2030. The policy applies to enterprises, cooperatives, cooperative groups and households engaged in agricultural, forestry and fishery production in Dien Bien Province, as well as to agencies, units, organizations and individuals implementing or connected to the policy. Support operates on defined principles: it is granted on the basis of a project approved by the competent authority for the contents in Articles 4, 5, 7, 8 and 14, and on the basis of an approved plan for the contents in Articles 6, 9, 10, 11, 12 and 13. Support follows the annual targets assigned by the Provincial People's Committee, and funds must be managed and used for the correct purpose, correct beneficiaries, effectively and lawfully, drawing on the National Target Programme budget under Decision No. 417/QD-BNNMT. The Resolution assigns the Provincial People's Committee to organize implementation and to adjust or supplement the list of crops and livestock eligible for the policy in line with the province's agricultural development orientation and within the allocated funding, while the Council's Standing Board, Committees, delegate groups and delegates supervise implementation. The Resolution takes effect from 26 July 2026. Where a referenced document is amended, supplemented or replaced, the new document applies. Resolution No. 05/2018/NQ-HDND dated 07 December 2018 of the Dien Bien Provincial People's Council, on support policies for agricultural and forestry production under sector restructuring, ceases to be effective from the effective date of this Resolution.
