Decree 157/2018/ND-CP, issued by the Government on 16 November 2018, sets the regional minimum wages for employees working under labor contracts, taking effect on 1 January 2019. It directly feeds take-home-pay and contribution-base calculations because the regional minimum wage is the legal floor for contractual pay and a reference for social insurance and other entitlements. Article 1 limits scope to employees working under labor contracts as defined by the Labor Code.
