Decree 90/2019/ND-CP, issued by the Government on 15 November 2019, sets the regional minimum wages for employees working under labour contracts. It takes effect on 1 January 2020 and replaces Decree 157/2018/ND-CP. The decree applies to employees on labour contracts under the Labour Code and to all employers, including enterprises, cooperatives, household businesses, farms, foreign organisations and individuals in Vietnam that hire labour under contracts. The core calculation inputs are four region-based monthly minimum wages: 4,420,000 dong for Region I, 3,920,000 dong for Region II, 3,430,000 dong for Region III and 3,070,000 dong for Region IV.
