A centrally-governed city on the North Central Coast and the former imperial capital of Vietnam; population about 1.2 million (2024). Heritage and tourism (the Imperial City, a UNESCO site) anchor its economy, alongside services, FDI manufacturing, education and healthcare. It became a centrally-governed city in January 2025 (its name shortened from Thừa Thiên Huế) and was otherwise unchanged by the July 2025 merger.

Decision No. 65/2023/QD-UBND of the People's Committee of Thua Thien Hue Province, dated 18 December 2023, promulgates the Regulation on unit prices of crops serving as the basis for determining compensation and support value when the State recovers land in Thua Thien Hue Province in 2024. It is issued pursuant to the 2012 Law on Prices and the 2013 Land Law, on the proposal of the Department of Agriculture and Rural Development (Report No. 2978/TTr-SNNPTNT of 8 December 2023), with appraisals by the Department of Finance and the Department of Justice. The Decision applies to land users defined in Article 5 of the 2013 Land Law whose land is recovered, State land-administration agencies, organizations performing compensation, support and site clearance, and other related organizations and individuals. Compensation principles: crop damage caused by State land recovery is compensated under Clause 1, Article 90 of the 2013 Land Law, while non-compensable cases follow Clauses 1 and 2 of Article 92; the unit prices already include felling and removal costs, and compensated persons may salvage all products, relocate or sell trees in order to hand over the site; if the investor assigned or leased the land wishes to keep trees for use or landscaping, an additional support level is negotiated directly with the compensated person; crops not named in the price appendix are priced by reference to an equivalent species, subject to approval by the competent People's Committee. The Decision is effective from 1 January 2024 to 31 December 2024. Transitionally, projects whose crop-compensation plans were approved before the effective date continue under the approved plans, while plans not yet approved must follow or be adjusted to this Decision. The appendix sets detailed 2024 prices: annual crops (41 items) are priced per hectare, square metre and plant — for example cabbage and kohlrabi at 98,198,100 VND/ha (9,820 VND/m2), chili at 121,638,000 VND/ha, lotus at 133,488,000 VND/ha, inbred rice at 46,479,100 VND/ha; perennial crops are priced by growth stage or trunk diameter — for example thanh tra fruit trees from 348,380 to 5,017,170 VND/tree, mangosteen up to 6,628,680 VND/tree, durian up to 806,750 VND/tree, dragon fruit up to 180,290 VND/post, coffee up to 77,030 VND/tree and macadamia up to 1,875,830 VND/tree; timber, fuelwood, resin and shade trees are priced separately for concentrated planting (contiguous area of at least 0.3 ha, per hectare) and scattered planting (per tree), e.g., rubber up to 377,994,910 VND/ha or 763,550 VND/tree; ornamental, medicinal and other plants are priced by diameter class, with yellow apricot (hoang mai) reaching 5,345,260 VND/tree, transport support for potted ornamentals of 6,000–59,000 VND per pot by pot diameter, and newly added crops including red artichoke (40,200,000 VND/ha), sam bo chinh (241,500,000 VND/ha) and ba kich (up to 373,800,000 VND/ha). District-level chairmen direct site-clearance organizations to apply the prices, and the agriculture department monitors price movements to propose adjustments.
