Decision No. 53/2024/QD-UBND of the People's Committee of Thua Thien Hue Province, dated 12 August 2024, promulgates the unit prices of crops serving as the basis for determining compensation and support values when the State recovers land in the province in 2024. It was issued pursuant to the 2023 Law on Prices, the Land Law of 18 January 2024, Decree No. 85/2024/ND-CP and Circular No. 45/2024/TT-BTC of the Ministry of Finance on common valuation methods for State-priced goods and services, at the proposal of the Department of Agriculture and Rural Development in Submission No. 1959/TTr-SNNPTNT of 31 July 2024. It applies to land users defined in Article 4 of Land Law No. 31/2024/QH15, State agencies exercising ownership-representation and land-administration functions, and compensation and site-clearance organisations. Compensation follows Articles 103 and 104 of the 2024 Land Law, with non-compensation cases under Article 105. The unit prices already include felling and removal costs; compensated persons may salvage all products, relocate trees or sell them, and a project investor wishing to retain trees for landscaping must negotiate additional support with the owner. For species not listed, the compensation organisation applies the price of an equivalent species, subject to approval by the competent People's Committee. The Decision is effective from 22 August 2024 to 31 December 2024, replacing Decision No. 65/2023/QD-UBND of 18 December 2023; compensation plans approved before the effective date continue unchanged, while plans not yet approved must follow or be adjusted to this Decision. The Appendix sets prices for: (A) 41 annual crops in dong per hectare, square metre and plant, for example plain rice 46,479,100 dong per hectare, chili 121,638,000, lotus and water lily 133,488,000 and the cabbage group 98,198,100; (B) perennials, comprising long-cycle crops (fruiting banana 37,800 dong per plant at harvest stage, dragon fruit 180,290 per post, va fig up to 592,290), fruit and industrial trees priced by trunk-diameter classes up to 35 cm and above, including thanh tra 5,017,170 dong per tree, pomelo 4,568,110, mangosteen 6,628,680, durian 806,750, macadamia 1,875,830 and pepper 196,770 per post; (C) timber, resin and shade trees in 65 species, priced per hectare for concentrated planting of at least 0.3 hectare (rubber up to 377,994,910 dong per hectare, agarwood 211,225,000, red sua 226,590,000, pine 132,525,000) and per tree for scattered planting (rubber up to 763,550 dong); and (D) ornamental, medicinal and other plants, including green-leaf yellow apricot up to 5,345,260 dong per tree above 20 cm diameter, relocation support for potted ornamentals from 6,000 to 59,000 dong per pot by pot size, and per-hectare rates for medicinal crops such as sam bo chinh 241,500,000 dong, ba kich up to 373,800,000 and ca gai leo 78,089,000. The agriculture department monitors yield and price movements and proposes adjustments to the Provincial People's Committee.
