Decision No. 86/2025/QD-UBND Promulgating Regulations on Management of Municipal Solid Waste in Dong Nai Province

Decision No. 86/2025/QD-UBND, issued by the People's Committee of Dong Nai Province on 26 December 2025, promulgates the provincial regulatory text on management of municipal solid waste (MSW) within Dong Nai. The Decision takes effect on 26 December 2025, replaces Decision No. 04/2024/QD-UBND dated 18 January 2024, and repeals Decision No. 1517/QD-UBND dated 3 October 2025. Certain provisions concerning containers and storage equipment (Article 6) apply only after the provincial authority issues specific prices for MSW collection, transport and treatment services; rules on collection vehicles (Article 8) must be implemented no later than 31 December 2027. The Decision is issued pursuant to the cited national laws and decrees, upon proposal of the Director of the Department of Agriculture and Environment, and assigns responsibility for enforcement to provincial offices, sectoral directors, commune-level chairpersons, service providers, organizations, households and individuals involved in MSW management. The enclosed Regulation (annexed) defines scope and application: it governs activities, rights and obligations of state agencies, organizations, communities, households and individuals (including foreigners) engaged in MSW management in the province, and defers to other competent state regulations for matters not covered. Key definitions are provided, including hazardous waste from households, public areas, collection points, and transfer stations. General requirements stress waste minimization, promotion of reuse and recycling, source separation aligned with management purposes, treatment technology and payment for collection/transport/treatment services as determined by the provincial People's Committee and applicable law.
