Decision No. 98/2026/QD-UBND Providing for the Operating Hours of Internet Agents and Public Internet Access Points Not Providing Electronic Game Services in Thai Nguyen Province

Decision No. 98/2026/QD-UBND, issued by the People's Committee of Thai Nguyen Province on 17 July 2026, sets the permitted operating hours for Internet agents and public Internet access points that do not provide electronic game services throughout Thai Nguyen Province. It is grounded in the Law on Organization of Local Government No. 72/2025/QH15, the Law on Telecommunications No. 24/2023/QH15, and Government Decree No. 147/2024/ND-CP dated 9 November 2024 on the management, provision and use of Internet services and online information, and was adopted on the proposal of the Director of the Department of Science and Technology (Submission No. 170/SKHCN-BCVT dated 24 June 2026). The Decision applies to domestic and foreign organizations and individuals that directly participate in or are involved with managing, providing or using Internet services at such agents and public access points in the province. Establishments may operate only when they satisfy all conditions set out in Article 5 of Decree No. 147/2024/ND-CP. The core rule is a time restriction: Internet agents and public Internet access points not providing electronic game services may not operate between 22:00 and 08:00 the following morning. Public access points located in hotels, restaurants, wharves, bus and railway stations, coffee shops and other public places operate according to the opening and closing hours of the venue when providing Internet access. The Decision assigns implementation responsibilities. The Department of Science and Technology leads dissemination, guidance, inspection and supervision, and reports difficulties to the provincial People's Committee. The Provincial Police lead state management of security and order, protect national security and state secrets, ensure social order and safety, combat crime and cyber-related violations, and safeguard network security. Commune and ward People's Committees carry out local state management, conduct outreach, inspect and handle violations within their authority or refer them to competent bodies, coordinate on information security, and report as required. Internet service enterprises must sign agency contracts with organizations and individuals establishing these agents and access points, with contracts including the obligation to comply with the prescribed operating hours; prevent misuse of the Internet that harms national security, social order, morality or fine customs upon direction from competent state agencies; and organize guidance and training for the agents and access points under their management.
