Decision No. 91/2026/QD-UBND on promulgating the economic-technical norms for lower secondary education services of Hanoi City

Decision No. 91/2026/QD-UBND dated 6 July 2026 of the People's Committee of Hanoi City promulgates the economic-technical norms for lower secondary education services of Hanoi City, with effect from 17 July 2026. The Decision was issued on the basis of, among others, the Law on Organization of Local administrations No. 72/2025/QH15, the Law on State Budget No. 89/2025/QH15 and the Law on Education No. 43/2019/QH14 as amended and supplemented by Law No. 123/2025/QH15, together with Decree No. 32/2019/ND-CP on assignment, ordering or tendering for provision of public products and services using state budget from recurrent expenditure funds (as amended) and Circular No. 14/2024/TT-BGDDT guiding the process of formulation, tham dinh and promulgation of economic-technical norms and methods for pricing education and training services. It was issued at the proposal of the Department of Education and Training in Submission Report No. 3203/TTr-SGDDT dated 3 July 2026. No earlier document is repealed or replaced. Article 1 defines the scope of regulation. The Decision promulgates economic-technical norms for lower secondary education services for the compulsory education content of the lower secondary education program as prescribed by the Ministry of Education and Training. The specific norms are provided in the Appendix attached to the Decision, which sets out general provisions including the bases for formulation such as education program regulations, output standards, the Charter of lower secondary schools, positions and staffing structures, working regimes of teachers and staff, actual conditions of school facilities including construction works, machinery and teaching and learning equipment, standards and norms for equipment and working means, standards for use of area of non-business construction works and specialized machinery and equipment in the education sector, and annual statistical data. Article 2 specifies the subjects of application: public general education institutions (excluding public education institutions that self-finance both recurrent expenditure and investment expenditure) using the state budget of Hanoi City to provide services for the compulsory content of the lower secondary education program as prescribed by the Ministry of Education and Training, and state management agencies for education and related agencies, organizations and individuals involved in formulating cost estimates and service prices for lower secondary education using the Hanoi City state budget. Article 4 provides guidance on application. The norms are to be used as a basis for determining prices and unit prices of services and for formulating cost estimates for lower secondary education services using the state budget in Hanoi. They are defined as consumption norms for labor, equipment, materials and supplies, and facilities required to complete education and training for one learner per school year to meet criteria and standards issued by competent agencies. Funding for organizing the services must be managed and used in accordance with prices, unit prices, norms, standards and regimes issued by competent state agencies and within the annual state budget estimates approved by competent authorities. Article 5 assigns implementation responsibilities. The Department of Education and Training shall assume the prime responsibility, in coordination with relevant departments and sectors, to develop unit prices and service prices for submission to the City People's Council for promulgation in accordance with law, and to organize review, evaluation and reporting to the City People's Committee for consideration of adjustment and supplementation when necessary. The Chief of Office of the City People's Committee, Directors of the Departments of Education and Training and Finance, and heads of relevant agencies, organizations, units and individuals are responsible for implementation.
