HAPRI offers seven free, bilingual (English and Vietnamese) online calculators for Vietnam's 2026 payroll, pension and benefit rules. The set covers personal income tax, a salary calculator (gross-to-net and net-to-gross), 13th-month and Tết bonus tax, pension, unemployment support, and lump-sum social insurance. Vietnam's tax and social-insurance framework was substantially renewed for 2026. A new Personal Income Tax Law (Law 109/2025/QH15), an updated Law on Social Insurance (Law 41/2024/QH15), and a new Law on Employment (Law 74/2025/QH15) changed how take-home pay, pensions, unemployment support and year-end bonuses are calculated. The new rules are designed to be clearer, and because they are new, most people are meeting them for the first time.
To make the new framework easy to work with, HAPRI maintains a suite of seven free calculators. Today we are happy to share that all of them have been rebuilt mobile-first, so they are just as easy to use on a phone on the way to work as on a desktop.

What changed in the redesign
The calculators were re-engineered around the way most people actually open them, which is on a small screen.
The answer comes first. Your take-home pay, monthly pension or benefit appears at the top in large, readable type, with the supporting detail underneath.
Filters stay out of the way. Inputs collapse into a tidy "More filters" drawer, and on a phone each slider gets its own full-width row instead of being squeezed two-to-a-line.
Every number is explained. Visual breakdowns show how the figure is built, from insurance components and progressive tax brackets to pension replacement-rate curves and contribution timelines, and ⓘ popups explain the inputs that trip people up.
You stay in control of the view. Switch the display currency (VND or USD) and compare your result against the previous law to see exactly what the 2026 changes mean for you.

Built on Vietnam's 2026 laws
Vietnam renewed its core payroll and social-insurance laws for 2026. The calculators apply the following instruments, and each figure footnotes the ones behind it:
Vietnam's 2026 Personal Income Tax Law is Law 109/2025/QH15. Resolution 110/2025/UBTVQH15 and Decree 293/2025/ND-CP set the rates, allowances and regional minimum wages that go with it; the regional minimum wage also sets the cap on unemployment benefits.
The Law on Social Insurance is Law 41/2024/QH15. It governs pensions and lump-sum social-insurance withdrawals; the statutory retirement ages it uses come from the Labour Code (Law 45/2019/QH14) and Decree 135/2020/ND-CP, and lump-sum withdrawals also draw on Decree 158/2025/ND-CP.
The Law on Employment is Law 74/2025/QH15, with Decree 374/2025/ND-CP, which governs unemployment support.
A 13th-month salary or Tết (Lunar New Year) bonus is taxed as employment income under the Personal Income Tax Law.
Already updated for the 1 July 2026 changes
The 2026 framework did not stand still. Two further decrees took effect on 1 July 2026, and all seven calculators already apply them, in both languages.

The new cap and ceiling come from Decree 161/2026/ND-CP, which raised the reference level; the medical and education deductions come from Decree 253/2026/ND-CP and, under current guidance, are claimed at the year-end tax settlement rather than in monthly withholding. The 8% rise for pensions already in payment comes from Decree 162/2026/ND-CP and applies to current pensioners rather than to the new-pension formula the calculator models.
That is what keeping pace with the law looks like in practice: when a decree moves a rate or a cap, the calculators move with it, and every page footnotes the legal basis behind each figure.

What changed in Vietnam's payroll rules on 1 July 2026?
From 1 July 2026, Decree 161/2026/ND-CP raised the reference level to 2,530,000 VND a month, lifting the social and health insurance contribution cap to 50,600,000 VND and the maximum formula pension to 37,950,000 VND. Decree 253/2026/ND-CP added personal income tax deductions for in-country medical expenses (up to 23,000,000 VND a year) and education and training expenses (up to 24,000,000 VND a year), claimed at the year-end settlement.
