Decision No. 33/2013/QD-UBND Promulgating the Policy to Support Development of Cold-Climate Coffee in Dak Glei, Tu Mo Rong and Kon Plong Districts

Decision No. 33/2013/QD-UBND, issued by the People's Committee of Kon Tum Province, promulgates a program to support development of cold-climate coffee in three highland districts: Dak Glei, Tu Mo Rong and Kon Plong. The Decision establishes objectives, scope, beneficiaries, forms of support, implementation responsibilities, funding sources and timelines for activities to expand and stabilize coffee cultivation adapted to temperate microclimates within specified communes and communes-level areas of the three districts. The Program aims to develop 2,500 hectares of coffee planted with suitable varieties and techniques for cold-climate production, improve technical capacity, apply sustainable cultivation and protection measures, organize production linkage and market development, and raise farmers' incomes while ensuring environmental protection and land-use planning consistency. Eligible beneficiaries include households, cooperative groups, production teams and cooperatives meeting land-use and production registration requirements and participating in technical training and contractual production regimes. Support measures include: (1) partial financial assistance for purchase of coffee seedlings, up to specified unit rates per seedling or per hectare; (2) subsidies for applying technical measures such as irrigation, frost protection, soil improvement, and plantation renovation, at stated percentage rates or caps; (3) funding for training, transfer of technology, establishment of model farms and demonstration plots; (4) assistance for formation and capacity building of cooperatives, producer groups and linkages to processors and buyers; and (5) support for infrastructure investments of small-scale irrigation, post-harvest facilities and rural roads where directly related to the Program. The Decision specifies that funding will come from provincial budget allocations, district budgets, mobilized counterpart funds from beneficiaries and credit from banks and programs; detailed rates, maximum amounts, and implementation procedures shall follow guidance of the provincial Department of Agriculture and Rural Development and the provincial Finance Department. Responsibilities are assigned to the Departments of Agriculture and Rural Development, Finance, Natural Resources and Environment, District Peoples Committees, the provincial Extension Center, and related agencies to organize planning, approve lists of beneficiaries, monitor implementation, inspect compliance with environmental and land-use rules, and report progress. The Decision takes effect on the date of signing and supersedes prior inconsistent provincial decisions concerning support for coffee development in these districts.
