This is Decision No. 32/2025/QĐ-UBND, issued by the Bình Phước Province People's Committee on 12 June 2025. It promulgates economic-technical norms (định mức kinh tế - kỹ thuật) for producing selected plant seedlings, aquaculture breeding stock, and for growing selected crops using state-budget funds in the province. The norms provide a standardized basis for planning, costing, and managing publicly funded agricultural-production activities.

• Sets input/labor norms for seedling production (Appendix 1, e.g. cashew seedlings per 10,000 nursery plants), freshwater aquaculture breeding and nursing (Appendix 2, covering species such as tilapia, mystus catfish, koi/common carp, grass carp), and field cultivation of selected perennial crops (Appendix 3: durian, cashew, black pepper, rubber, robusta coffee), each specifying materials, fertilizers, labor and irrigation components per hectare or per output unit.

• The norms serve as the basis for preparing and appraising investment projects, calculating investment costs, building order/plan unit prices for seedling production, and setting crop-compensation unit prices when the State recovers land.

• Applies to organizations and individuals engaged in agricultural production within Bình Phước Province; programs/projects approved before the effective date continue under their prior approvals (transitional clause).

• For varieties, breeding stock, or crops not covered here, previously issued or recognized technical norms, standards, and guidance apply.

Provincewide in Bình Phước, applicable to state-budget-funded agricultural production. It takes effect 22 June 2025 and replaces Decision No. 170/QĐ-UBND (1 Feb 2013) on rubber basic-construction-period norms and Decision No. 306/QĐ-UBND (27 Feb 2013) on norms for growing and tending certain crops during the basic-construction period.
