This is a decision of the Đồng Tháp Province People's Committee, signed on 19 September 2025, that promulgates the regulation on unit prices and compensation levels for damage to crops and livestock when the State recovers land in the province. It is grounded in the 2024 Land Law, the Law on Cultivation, the Law on Fisheries, and related 2025 implementing decrees. Its purpose is to provide the pricing basis used to build compensation, support, and resettlement plans for affected land users.

• Defines categories for annual crops, perennial crops (graded A to E by growth/yield stage), elite/mother trees, and immovable livestock (aquaculture species and swiftlets).

• Sets perennial-crop compensation in Appendix I (e.g., durian up to 13,430,500 VND/tree), timber trees in Appendix II, and annual crops in Appendix III (e.g., rice 5,250 VND/m2).

• Provides multipliers: 200% for recognized elite/mother trees, 1.2x for certified high-tech farms, and 50% for relocatable unharvested crops; specifies reduced rates for plantings exceeding standard density.

• Sets aquaculture compensation by formula (actual cost x revenue-expectation coefficient in Appendix IV, or yield x area x sale price in Appendix V) and swiftlet compensation at 1,620,000 VND per nest.

• Applies to land-management agencies, compensation/resettlement bodies, land users under Article 4 of the 2024 Land Law, and crop/livestock owners.

• Tasks the Department of Agriculture and Environment, with the Department of Finance, to lead implementation.

The decision applies province-wide in Đồng Tháp and takes effect from its signing date of 19 September 2025. It terminates Đồng Tháp Decision No. 41/2024/QĐ-UBND and Tiền Giang Decision No. 67/2024/QĐ-UBND on the same subject.
