This Resolution was adopted by the Quảng Trị Province People's Council (Term VIII, 6th session) on 9 December 2021. It establishes provincial budget support policies to develop a defined set of crops and livestock into competitive "key products," covering high-quality rice, coffee, pepper, fruit trees, medicinal plants, timber, cattle and shrimp, over the 2022–2026 period.

• Beneficiaries are enterprises, cooperatives, cooperative groups, farm owners, households and individuals engaged in production, processing, preservation and consumption of the listed products; central state-owned and foreign-invested enterprises are excluded.

• Crop support (one-off) covers up to 50–70% of seedling and essential-input costs with per-hectare caps and annual area limits — e.g. up to 20 million đồng/ha for coffee replanting, 50 million đồng/ha for organic fruit trees, 60 million đồng/ha for concentrated medicinal-plant zones, and 7 million đồng/ha/crop for organic rice.

• Livestock and aquaculture support includes 50% of costs for fodder/maize cultivation, intensive beef-cattle models (up to 100 million đồng/model), liquid-nitrogen flasks for artificial insemination, and 30% for high-tech shrimp infrastructure (up to 500 million đồng/project).

• Additional measures fund organic certification (Vietnamese and international), VietGAP for cattle farms, OCOP/GMP/ISO certification for medicinal products, trade promotion and branding (up to 200 million đồng/event), plus interest-rate credit support.

• The provincial budget allocates at least 17 billion đồng per year, with district co-funding at a 70/30 provincial–district ratio.

Applies province-wide in Quảng Trị for 2022–2026; took effect on 1 January 2022 and replaced Resolution No. 03/2017/NQ-HĐND.
